Sid Heal NTOA Academy Scholarship Fund
The Sid Heal NTOA Academy Scholarship Fund was established to honor the remarkable legacy of Sid Heal, whose lifelong dedication to law enforcement training, leadership, and professional excellence has shaped public safety organizations across the nation. Contributions to this fund provide financial assistance to NTOA members who are unable to fully fund their enrollment in the NTOA Command College.
Sid Heal’s career exemplifies the highest standards of service, innovation, and commitment to officer safety and operational effectiveness. The Academy Scholarship Fund carries forward his passion for professional development by helping deserving individuals access the training and education needed to lead with confidence, skill, and integrity.
John Kolman Training Scholarship Fund
The John Kolman Training Scholarship Fund was established to honor the legacy of NTOA founder John Kolman and his lifelong dedication to improving the safety, training, and professionalism of tactical officers. Contributions to this fund provide financial assistance to NTOA members from small and rural departments who are unable to afford tuition for NTOA conferences or stand-alone courses, helping ensure that officers have access to the resources and instruction needed to perform their mission safely and effectively.

James Torkar Educational Scholarship Fund
The James Torkar Educational Scholarship Fund was established to honor the legacy, character, and enduring impact of James Torkar by investing in the future of deserving students. Contributions to this fund support educational scholarships for children of NTOA members pursuing higher education. Each year, six recipients are selected through a competitive application process, with scholarship funds issued directly to the respective colleges or universities.
James Torkar believed that education creates opportunity, strengthens communities, and empowers individuals to reach their full potential. This fund continues that mission by helping students pursue higher education, technical training, and professional development pathways that will shape tomorrow’s leaders.
