Remembering John Kolman, NTOA Founder

John Kolman
1936 – 2026

It is with great sadness that we announce the passing of John Kolman, founder of the National Tactical Officers Association. John died peacefully at home on March 6, 2026.

John founded the NTOA in 1983 with his wife, Janice, and together they guided the organization through its formative years. From publishing the first edition of The Tactical Edge to organizing the inaugural NTOA conference, their dedication and hard work laid the foundation for the association’s success. Through their vision, commitment, and perseverance, the NTOA grew into the world’s leading organization dedicated to supporting the law enforcement community.

John served with the Los Angeles County Sheriff’s Department, where he excelled as a SWAT team leader and later as the team commander with the department’s Special Enforcement Bureau. The same year he founded the NTOA, John authored and published the nation’s first textbook on SWAT, A Guide to the Development of Special Weapons and Tactics Teams. With his extensive operational experience, a master’s degree and graduation from the FBI National Academy, John became one of the most respected trainers and thinkers in the tactical profession.

John’s contributions to law enforcement were recognized with numerous honors, including the Los Angeles County Sheriff’s Department Exemplary Service Medal and Distinguished Service Medal, the California Association of Tactical Officers (CATO) Lifetime Achievement Award, and the NTOA’s Hall of Honor Award.

After becoming Director Emeritus of the NTOA, John remained engaged with the organization he founded, continuing to share his wisdom and guidance. His strength of character and gentlemanly presence are legendary within the organization. His influence will continue to be felt in the training, professionalism, and safety of tactical officers for generations to come.

We extend our deepest condolences to John’s wife, Janice, his daughters, Heather, Kathy and Judy, and the entire Kolman family.
