Phil Hansen's name is synonymous with leadership, courage, service and collaboration in the tactical community. His distinguished 36-year career with the Los Angeles County Sheriff's Department (LASD) began in 1976, with nearly 20 of those years spent in the Special Enforcement Bureau (SEB). In 2000, Hansen was wounded in the line of duty during the apprehension of an armed suspect but returned to serve in roles including operator, sergeant, and lieutenant.

As SEB lieutenant for six years, Phil led complex tactical operations including high-risk warrant service, barricaded suspects, hostage rescues and officer-involved shootings. As Red Team leader, he served as an explosive breacher, emergency medical technician and SCUBA diver.

Recognized as a visionary within the tactical community, Phil was among the first to advocate for reforming high-risk warrant service protocols. He helped move the national SWAT community away from rapid entry methods and toward a model emphasizing pre-warrant analysis — carefully evaluating mission objectives and legal constraints. His advocacy for contain-and-call-out, breach-and-hold, and limited-penetration tactics is now nationally recognized as “best practices.”

Phil conducted post-critical incident assessments of SWAT operations for the Los Angeles and Oakland police departments. He played a key role in developing the California POST SWAT Guidelines and the NTOA SWAT Standards.

Following his 2012 retirement as Captain from the LASD, Phil continued to serve the profession as a member of the NTOA Board of Directors for over 30 years, including five years as Chairman. He authored more than 40 published articles, trained thousands of officers and military personnel, and received lifetime achievement honors from both NTOA and the California Association of Tactical Officers.

From 2013 to 2021, Phil served as Commander and Chief of Police for the Santa Maria Police Department, where he rebuilt the SWAT team from the ground up and led a major multi-agency investigation into MS-13-related homicides.

Phil and his wife, Deb, recently celebrated their 50th wedding anniversary — a remarkable milestone that speaks to his incredible focus on life balance while managing both personal and professional roles.
