This course is designed to provide proven deployment methods
of the armored tactical rescue vehicle in hostile environments.
The different roles of the armored tactical rescue vehicle,
to include victim rescue, utilization as a weapons shooting
platform, delivery of team elements, negotiation phones,
chemical agents and other utilization will be discussed.

Extraction Program (3 days) |

This course
is designed for law enforcement and correctional personnel
who may be called upon to lead or participate in the cell
extraction of a prisoner. Topics covered in this course include
an overview of cell extraction situations, including the
Gentles incident overview, risk assessment, planning and
CET tactics.

Counterterrorist
Threat Detection and Surveillance Strategies (5 days) |

This training
is designed to give students the knowledge, skills and ability
to recognize pre-attack indicators from a terrorist point
of view as well as from a law enforcement perspective. Upon
completion of this course, students will be able to provide
their agency with constructive resources for developing a
strategy of threat detection.

Defensive
Tactics For Aggressive Combative Subjects (3 days) |
| |
This course
is designed for law enforcement personnel who may need to
use reasonable and necessary physical force to defend themselves
and/or control an aggressive combative subject(s). The focus
of this training will be learning the appropriate physical
techniques to apply in a use-of-force situation with an unarmed
combatant. This course will not cover the use of chemical
sprays, baton techniques or other less-lethal devices. Practical
applications will consist of learning and demonstrating the
physical techniques with control and proper form, performing
techniques and combinations with a partner and defending
against a live attack from a padded assailant.

Ground
Fighting Techniques for Law Enforcement (2 days) |
| |
This course
will give law enforcement officers a good foundation and
working knowledge of techniques that will help them prevail
in an altercation that ends up on the ground. The ground
fighting techniques taught in the two days of instruction
cover reversals, escapes, weapon retention, takedowns, preventing
takedowns, ground defense and the neck restraint. Furthermore,
all the techniques will flow into a handcuffing position.
Practical application training will consist of learning and
demonstrating the physical techniques with control and proper
form, performing proper ground fighting techniques with a
partner and defending against a live attack from a padded
assailant.

High Risk
Transportation for Corrections (3 days) |
| |
This course
is an intense three days of classroom lecture and practical
application. Students will participate in mock high-risk
prisoner transports to various locations. The course will
address the considerations involved in transporting high-risk
prisoners to and from court appearances, hospital/doctor
visits and transfers to other correctional facilities or
jurisdictions. Topics covered in this course include operational
planning, route selection, surveillance and counter surveillance
measures, court building security and contingency planning,
medical and hospital considerations and prevention versus
reaction.

Rescue Linear Interventions (3 days) |

This course
is designed to provide intermediate skills needed by personnel
who are assigned as members of SWAT. Topics include hostage
rescue concepts, rapid deployment and emergency entry tactics,
hostage rescue force options including long rifle operations,
aircraft interventions and bus interventions.

Law Enforcement
HazMat WMD Planning and Response: Train-the-Trainer (3 days) |
| |
This course
is designed to train the trainers for SWAT and HazMat team
leaders and members, EOD team leaders and members, patrol
supervisors, communications center staff, and federal tactical
teams mandated to use NIMS under HSPD 5. The course focuses
on how to plan for, respond to and conduct tactical law enforcement
operations during all hazards, Hazardous Material (HazMat),
and WMD events using NIMS and Unified Command.

Mobile
Field Force Tactics and Deployment (2 days) |
| |
Students
will receive an overview of the mobile field force concept
to be implemented to provide a rapid response by on-duty
uniform personnel to a critical incident. Topics to be covered
included the basic elements, organization and responsibilities
of the field force; formations and movement; use-of-force;
support personnel (including K-9 personnel); dealing with
arrests and injuries; and departure from scene. Students
will participate in hands-on scenarios and role-playing.

This course
is designed to provide a thorough overview in protective
service liaison, posting, command post procedures, advance
survey procedures, close proximity security procedures, contemporary
methods of operation of potential threat groups and individuals,
defensive and counter ambush techniques and scenario-based
exercises.

Response
to Barricade Extremist/Terrorist Incidents (5 days) |

This course
is designed for individuals who have recently been assigned
to SWAT. Topics include extremist/domestic terrorism overview,
jurisdictional issues relating to terrorism incidents, response
to barricade situations involving extremists and contemporary
counterterrorism team organization and structure. Specific
tactics covered include covert/stealth individual and team
movement, chemical agent deployment, tactical firearms and
multiple field-training exercises. It is a hands-on school
where students practice tactics and techniques in the field

to Civil Disorder (3 days) |

This course
is designed for officers, supervisors and tactical unit leaders
or general patrol leaders who have basic crowd management
training and/or experience. Students will be introduced to
the following subjects: history, crowd control formations,
mobile tactics, less-lethal weapons, leadership and planning
as well as mass arrest procedures.

Suicide/Homicide
Bomber (4 hours) |
| |
The alarming
and disturbing trend of terrorists using suicide/homicide
bombers as mass casualty weapons continues to escalate throughout
the world. The current global trend analysis indicates the
potential threat of suicide/homicide bombers operating within
the United States is high. This course will help prepare responders
to deal with the mindset of the suicide bomber(s). Attention
will be given to culture, religion, and tactics of the suicide
bomber groups. Discussion will address active and proactive
means of possibly preventing suicide bomber attacks.

K-9 and K-9 Explosives Detection (3 days) |

This course
will familiarize tactical personnel with the planning, preparation,
training and utilization of police K-9s during tactical operations.
This three-day class will be separated into two tracks — one
specifically for tactical canines, the other for explosives
detection canines. |

Tactical
Operations in a Hazardous Environment Using Self Contained
Breathing Apparatus (SCBA) Equipment (4 days) |

This course
is designed to provide a familiarization and certification
in using self-contained breathing apparatus during tactical
operations in a hazardous environment. Topics to be covered
include the SCBA equipment nomenclature; tactical considerations
when using SCBA; system failure drills; low light scenarios;
clan lab recognition and procedures; lab entry scenarios;
WMD overview with WMD scenarios; and implementing an SCBA
program and other SCBA systems. |

Tactical
Rappel and Beginning Lead Climber (5 days) |
| |
This is
a basic lead climber course designed to provide the student
with the skills necessary to rappel safely, become a rappel
master and begin the certification to become a lead climber.
This five-day school will place emphasis on knots, anchor
systems and beginning climbing skills. Students will also
be introduced to equipment to aid in both ascension and descension
as well as alternate methods of rappelling. As a prerequisite
for this course, students must be in excellent physical condition.
Students must also supply a minimum of safety equipment (climbing
harness, rappel gloves, steel locking carabineer, rescue-8
and safety helmet). All other climbing gear and ropes will
be supplied. |

rappels and helicopter insertions. This five-day school will

to be covered include situations requiring a wooded terrain
operation, individual member movement, team movement, movement
formations, search strategy, counterambush techniques, Binary
Search Theory, nighttime searches, weapon and equipment considerations
and command and control issues. |

Terrorist
Indicators and the Investigator (2 days) |

This two-day
course will give the law enforcement investigator the ability
to recognize terrorist activity, understand the terrorist
mindset and investigate incidents of possible terrorist involvement.
Knowing the planning techniques, surveillance capabilities
and intelligence tradecraft of terrorist groups will give
the investigator the tactical edge to successfully conduct
reported suspicious activity of terrorist incidents. Students
will also participate in a terrorist surveillance exercise. |

Tactics and Countermeasures — “Homicide Bombers”
(3 days) |

This three-day
seminar and hands-on course is designed for those individuals
assigned the responsibility of making threat assessments
for specific events and the development of the operational
and/or security plans for those events. This course will
provide an in-depth examination of terrorism tactics and
the countermeasures used to maintain homeland security by
both patrol and SWAT personnel. Topics include an overview
of terrorist homicide bombings (international and domestic),
explosive devices, blast dynamics, legal review, use-of-force
policies, tactical intervention and interdiction team concepts,
long rifle/observer concepts, threat assessment, operations
and security planning. |
