Special Program Assistance for Needed Tactical Officer Assets

The National Tactical Officers Association is pleased to provide an equipment donation program Special Program Assistance for Needed Tactical Officer Assets (SPANTOA) for SWAT Teams throughout the United States. The program is designed to provide important life saving equipment to SWAT/tactical teams that may otherwise not be able to obtain this equipment. All applicants are required to have a valid NTOA Team Membership to be eligible for grant programs. NTOA Individual membership holders are not eligible for this program.

Applicants will be chosen up to and including: the completeness of the application, statistical data on operations, team size vs. department size vs. population served, and the narrative should be at least 300 words as to why you should be selected -- narratives should be detailed and specific as to how the equipment will help your team (specific grants may have additional requirements).

Patriot3, Inc. Grant: RAID VEHICLE GRANT (DEMO UNIT)

RAID (Rescue, Access, Intervention, Deployment)
The RAID is an all inclusive tactical transport vehicle and Elevated Tactics System©.  The RAID is designed to provide rapid response and elevated tactics to buildings, buses, ships at dock and aircraft. Specifications include: 

* A Ford E350, turbo-diesel, automatic transmission with Quigley 4x4 Conversion and seating for 10 (8+2) with individual, under-seat storage compartments. The RAID has upgraded tires, RETRAX retractable running boards, Heavy Duty Rear Step Platform, Heavy Duty Front Bumper and the entire vehicles exterior is coated in black Line-X to prevent scratches and minor damage during tactical training and operations.

* The LIBERATOR Elevated Tactics System can be deployed into a multiple of configurations to gain access up to 32’ of elevation.  This allows for simultaneous access to the 2nd and 3rd stories for hostage rescue operations or mass evacuation.

* The Side Deployment Rail (SDR) is mounted to both the driver and passenger side of the LIBERATOR.  The SDR provides perpendicular side deployment with infinite last minute positioning for access to elevated entry points in such situations involving alley ways and narrow streets. 

* The Side Assault System (SAS) features dual platforms that mount to either side of the vehicle for operations addressing mass transit vehicles such as school buses, trains, and public transportation vehicles.  The SAS’s height adjustable platforms add a new dynamic for addressing bus/train assaults.

* The Rear Tactical Step, RTS serves as a heavy duty bumper and can be configured to provide a step enabling entry and exit from the vehicle.  The RTS can also serve as a large deploying platform area for ground assaulters or a staging area for elevated tactics.

IMPORTANT: The RAID unit offered in the NTOA grant program is an active “demonstration unit”.  Patriot3 is donating this vehicle to the NTOA Grant Program as a contribution to the Law Enforcement community to expand tactical capability.  Submitting agencies must accept the RAID “AS IS” and accept any future maintenance responsibilities for the vehicle. 

All departments applying for the RAID Grant is accepting the “AS IS” condition and is also acknowledging that they have received approval by their respective fleet and department leadership to accept the RAID vehicle.  This approval must be outlined in the grant submission as well.

Tru-Spec by Atlanco Grant: Truspec Tactical Response Uniform (15 Sets)

The TRU (Tactical Response Uniform) is based on the Army ACU Design with a few modifications for law enforcement personnel.  The design and functionality of the TRU makes it one of the most used tactical uniforms by the Federal Government.

Forced Entry Tactical Training Explosive Breaching School Grant:
(2) Seats for explosive breaching class - Normal Tuition is $1200 per officer.

This Explosive Breaching Course is designed for the SWAT or EOD Officer wishing to gain the knowledge and expertise which will enable them to design an Explosive Breaching Program for their agency, or expand on an existing Explosive Breaching Program already in place. Before attending this course, students must show proof of prior explosive handling training. This could include: certification from a recognized Explosive Handler / Breaching course, or be a currently trained EOD Officer. All other students wishing to attend this course will be required to attend the one day Explosive Familiarization Course, prior to attending the five day Tactical Explosive Breacher Course.

The class will be held October 5-10, 2009 in Chesapeake, VA
co-hosted by the Chesapeake PD SWAT

TASER INTERNATIONAL X26 GRANT: 50 Teams will each receive one X26

The TASER X26 Electronic Control Device (ECD) uses a replaceable cartridge containing compressed nitrogen to deploy two small probes that are attached to the TASER X26 by insulated conductive wires with a maximum length of 35 feet (10.6 meters).  The TASER X26 transmits electrical pulses through the wires and into the body affecting the sensory and motor functions of the peripheral nervous system.  The energy can penetrate up to two cumulative inches of clothing, or one inch per probe.

TASER INTERNATIONAL XREP GRANT: 10 teams will each receive 5 live XREP rounds and 10 training rounds

The TASER™ XREP™ – eXtended Range Electronic Projectile.  The XREP projectile is self-contained, wireless, and fires from a 12-gauge shotgun.  It delivers the same Neuro Muscular Incapacitation (NMI) bio-effect as our handheld TASER X26 Electronic Control Device (ECD), but can be delivered to a distance of 65 feet (20 meters), combining blunt impact with field-proven TASER NMI.

ALS Technologies, Inc Grant: A selected agency will receive an assortment of less lethal items including DDs, chemical and impact rounds.

The TASER X12 Less-Lethal Shotgun is a fully integrated safer use of force platform optimized for the TASER® XREP™ eXtended Range Electronic Projectile.  A derivative of the MIL-STD compliant Mossberg 500 12-gauge shotgun.  A new proprietary patent-pending Radial™ Ammunition Key prevents the system from accepting lethal 12-gauge rounds, eliminating the possibility of loading deadly ammunition during high stress situations.  The X12 comes with ghost ring sights, yellow stock and a Picatinny forend ideal for mounting a TASER X26 for close-range engagement.

The SLR15 Operator Rifle features a chrome lined barrel. Its profile will allow military style launchers. We offer two barrel lengths in the SLR15 Operator line: the standard 16 inch length, and the Law Enforcement only length of 14.5 inches. The Operator barrel is contoured with the relief cuts to make it lightweight and balance well.
